When does a person who has been arrested have the right to talk to an attorney?

When the officer places a person in cuffs and informs them they are under arrest, then attempts to ask questions that would incriminate that person even further, at that point, the person has the right to an attorney. Simply request to speak to an attorney before you answer and the right will have been invoked.
